First information about Russian consular activities in Hong Kong refers to 1857. However, at that time consular functions on behalf of Russia were carried out by foreign diplomats. The first Russian Consulate in Hong Kong was opened in 1900. Mr. Mikhail Ustinov, Mr. Konstantin Bologovsky, Mr. Piotr Tiedemann and Mr. fon Ettingen were the first Russian consuls in Hong Kong. After the October Revolution in December 1920 the new Soviet government decided to dissolve the Consulate in Hong Kong .
The Consulate General of the Russian Federation in Hong Kong was established in 1994.
